WRC-27: RSPG consults on recommendations for a common EU position

The Radio Spectrum Policy Group (RSPG) launched a consultation on its draft final opinion for the upcoming World Radiocommunication Conference 2027 (WRC-27). It identified the agenda items that warrant a common EU position and set out recommendations on issues including future spectrum for mobile and direct-to-device (D2D). The recommendations will feed into the European Commission's proposal for a binding EU position ahead of the conference.

The Radio Spectrum Policy Group (RSPG) considers that the Digital Networks Act (DNA) should build on, rather than fundamentally reshape, the existing European spectrum framework. While it supports greater strategic coordination among member states, it strongly opposes the proposals on issues such as terrestrial licensing, spectrum fees, auction vetoes and satellite authorisations.

Ireland will use its upcoming Council presidency to push forward negotiations on the Digital Networks Act (DNA), but deep divisions between member states on issues such as spectrum policy and copper switch-off could make progress challenging. Policymakers, regulators and industry representatives discussed the proposal during an event in Dublin, which highlighted broad support for the ambitions of the DNA, but continued disagreement over how the future EU telecoms framework should be designed.
