The Digital Networks Act (DNA) will provide more flexibility for national regulatory authorities (NRAs) while largely preserving the existing approach to symmetric access regulation.
Under the Commission proposal, the DNA will:
- maintain the possibility for NRAs to impose symmetric access upon request to in-building wiring beyond the first concentration point
- enable NRAs to impose such symmetric obligations on their own initiative
- extend symmetric obligations to facilitate end-user connection in areas where copper switch-off has been mandated
- remove the EECC double-lock veto by allowing the Commission to veto symmetric access remedies beyond the first concentration point without BEREC support
