Among the main changes proposed are:
- an EU-level spectrum strategy
- unlimited licence duration by default
- minimum licence duration extended from 20 to 40 years
- spectrum sharing as the norm
- EU-level harmonisation of spectrum pricing
- EU-level scrutiny of national spectrum
