Submarine fibre-optic cables are a critical infrastructure, as they carry over 95% of international data and voice traffic.
They are vulnerable to physical damage and sabotage, and in most European countries submarine cable operators have reporting obligations in case of outages.
A new Cullen International benchmark also shows how in Europe submarine cables fall under the general authorisation regime and don’t require a telecoms operator licence.
