The European Electronic Communications Code (EECC) redefined the regulation of electronic communications in Europe. Member states had to transpose the EECC into national law by 21 December 2020, two years after entry into force. Research by Cullen International shows that about half of EU countries had completed this exercise as of end-2021.

While most countries have legal frameworks in place to penalise violations, the scale of fines—both in terms of maximum fine limits and actual enforcement—varies widely.
