The transposition deadline for the Renewable Energy Directive III expired on 21 May 2025. Even now, only four EU member states have transposed the directive, Italy doing so in January 2026.
The deadline for the transposition of the EED also expired on 10 October 2025, yet only four member states had completed the transposition by that date. Several others have transposed the directive only in part, including seven that have done so specifically for the provisions concerning data centres.
Our benchmark contains summary information on the transposition status of six key EU environmental directives in all member states, namely the:
- Renewable Energy Directive III
- Energy Efficiency Directive
- Empowering Consumers for the Green Transition Directive
- Energy Performance of Buildings Directive
- Right to Repair Directive; and
- Corporate Sustainability Due Diligence Directive

The transposition deadline for the Corporate Sustainability Due Diligence Directive was postponed to July 2028 through the Omnibus I directive. The remaining three directives have approaching deadlines.
