From 21 June 2022, mobile number-based interpersonal communications services (NB-ICS) must transmit public warnings about emergencies and disasters. This obligation is set out in article 110 of the European Electronic Communications Code (EECC).
Additionally, member states may decide that public warnings also have to be transmitted through other publicly available electronic communications services or through a mobile app.
Cullen International’s new benchmark looks at existing and planned public warning systems in the context of the EECC requirements, including who provides the alerts, the technology used, and the mode of notification (e.g. SMS).
According to Cullen International’s research, most member states already have public warning systems in place.
EU member states must transpose the EECC into national law by 21 December 2020.
