Transposition status of key EU environmental directives 30 June 26 Bianca Sofian

The transposition deadline for the Renewable Energy Directive III expired on 21 May 2025. Even now, only five EU member states have transposed the directive. The latest developments shows that, in April 2026, the Commission referred Greece, Malta and Portugal to the CJEU to impose financial sanctions for failure of transposition.

The deadline for the transposition of the EED expired on 10 October 2025. To date, only six member states have transposed the directive. Several others have only partially transposed the directive, including seven that have done so specifically for the provisions concerning data centres.

The transposition deadline for the ECGT directive was also passed on 27 March 2026. On 28 May 2026, the Commission decided to open infringement procedures by sending letters of formal notice to 19 member states. However, ten member states seem now to have completed the transposition.

Our benchmark contains summary information on the transposition status of six key EU environmental directives in all EU member states and Norway, namely the:

  • Renewable Energy Directive III (RED III)
  • Energy Efficiency Directive (EED)
  • Empowering Consumers for the Green Transition Directive (ECGT)
  • Energy Performance of Buildings Directive
  • Right to Repair Directive; and
  • Corporate Sustainability Due Diligence Directive (CSDDD)

The transposition deadline for the Corporate Sustainability Due Diligence Directive was postponed to July 2028 through the Omnibus I directive.
