Our latest benchmark covers national rules on roaming and network sharing and the actual active network sharing and roaming agreements, with or without shared spectrum, between mobile operators in Europe.

Out of the 29 agreements analysed:

  • 13 agreements are radio access network (RAN) sharing without spectrum pooling;
  • nine are RAN sharing with spectrum pooling; and
  • eight other cases involve national or local roaming, sometimes combined with RAN sharing.

Mobile network sharing matters because it allows operators to reduce infrastructure costs while expanding coverage.

The types of possible agreements are:
 

  • site sharing;
  • mast sharing;
  • RAN sharing, which can be with spectrum pooling in a multi-operator core network (MOCN) or without spectrum sharing in a multi-operator radio access network (MORAN); and
  • core network sharing.
