In the 11 countries researched, applicants must meet technical and administrative requirements to obtain authorisation for earth stations. Colombia, Ecuador and Peru also require coordination with the Andean Community (CAN).

In eight of the 11 countries covered, the licence required to operate earth stations is included in the general licence for operating satellite services. In Brazil, Mexico and Peru, the earth station licence does not specify the spectrum to be used. Instead, operators must hold a fixed satellite service licence and the associated spectrum rights.

Cullen International’s new benchmark on requirements for fixed earth stations licensing summarises the key regulatory procedures and identifies the relevant government authorities. It details the technical and administrative conditions (including spectrum) that operators must fulfil to obtain authorisation to operate fixed earth stations.
