National regulatory authorities (NRAs) must periodically conduct geographical surveys of broadband network coverage, based on article 22 of the European Electronic Communications Code (EECC).
Geographical surveys inform several types of decisions by NRAs and other relevant authorities. These include conducting market analyses, defining national broadband plans, granting state aid and imposing coverage requirements attached to spectrum licences.
NRAs must publish such surveys every three years. While forecasts are optional, 11 of the 30 analysed countries included forecasts in the geographical surveys.
