Update on national 5G security initiatives in Europe 18 October 23 Visiola Pula

Cullen International updated its benchmark of national initiatives addressing 5G cybersecurity in the 27 EU member states plus Norway, Switzerland, and the UK.

The benchmark provides an overview of the measures aimed at restricting or prohibiting the use of 5G equipment from high-risk vendors (HRVs).

Moreover, the benchmark looks at whether national legislation allows mobile network operators (MNOs) to claim compensation for the removal of equipment from HRVs.

Most of the surveyed European countries do not provide the possibility for MNOs to claim compensation, except for Denmark, Finland, France, and the Netherlands.

Key development since June 2023 include:

  • In Demark, the largest MNO in the country TDC stated in September 2023 that it will be submitting compensation claims before national courts against a decision from the Centre for Cyber Security (CFCS) requiring the operator to remove Huawei equipment in the central transport network (used not solely for 5G services).
  • In Germany, Cullen International understands that the federal government could restrict the use of certain Huawei and ZTE components in the core and radio access networks (RAN). However, the government has not taken a final decision yet.
