Most European countries have established an official digital mailbox service to provide citizens with secure interfaces to view and store documents sent by governments and other public service institutions. However, the use of these services is mandatory only in Denmark (and is planned in the future in Belgium).
The increasing digitisation of government communications would significantly affect postal operators since such communications make up a large proportion of remaining letter mail volumes. Therefore, the establishment and rules surrounding digital mailboxes for government communications are likely to have an important impact on future postal operations and regulation.
Cullen International’s new benchmark shows:
- which countries have already adopted digital mailboxes;
- whether these mailboxes are provided by the postal universal service providers (USPs); and
- whether digital communications are classified as forming part of the postal universal service.
