Cullen International has contributed, with WIK and CRIDS, to an important study for the European Commission. The study focuses on how the present regulatory framework has been implemented for three areas:

  • the process for authorising companies to provide services and how this has affected market entry; 
  • the rules for managing spectrum and numbers, and whether planning rules unduly restrict operators from rolling out infrastructure; and
  • consumer protection rules, including the interaction of general horizontal rules and rules specific to the communications sector.

The study provides significant input to the Commission’s proposals to revise the current regulatory framework and create a new European Electronic Communications Code.
