Cullen International prepared a survey for the European Commission of the implementation by the EU 25 member states of the broadcasting-related provisions of the 2003 telecommunications regulatory framework.

Topics included:

• Authorisation regime for electronic communications networks and services and how this applied to the distribution of radio and television broadcasting and on-demand services.
• Radio spectrum licensing for broadcasting.
• Must-carry obligations.
• Rules on conditional access systems (CAS), application programme interfaces (APIs) and electronic programme guides (EPGs).

The study identified areas where differences in national implementation could create barriers to the internal market.
