The European Commission announced its proposal for a Cloud and AI Development Act (CADA) in June 2026, putting cloud and AI infrastructure at the heart of Europe’s competitiveness and technological sovereignty ambitions.

At this very early stage of the legislative process, Cullen International organises a free regulatory briefing to explore the proposal and its potential implications, with a focus on the sovereignty assessment framework and what it could mean for Europe’s cloud and AI sectors, as well as its wider digital ecosystem.

The CADA proposal aims to reduce the reliance on non-EU cloud computing service (CCS) providers, while enhancing the uptake and resilience of the supply of AI and CCS in the public sector. To achieve these objectives, the proposed CADA would establish an EU cloud sovereignty framework consisting of four assurance levels (AL, from 1 to 4) that CCS should meet to be procured by EU and national public sector bodies for certain public sector activities.
