Implementing the EU Data Act: cloud switching and the road ahead 29 September 25 | BRUSSELS & ONLINE

This hybrid event offers a timely discussion on the implementation of the cloud-related provisions of the EU Data Act and the future of cloud switching in Europe. Experts will discuss the challenges of enforcing the new rules, how they could shape the European cloud market and their impact on the EU’s broader digital policy.

The EU Data Act entered into application on 12 September 2025, introducing new rules for data processing services (e.g. cloud providers) that represent a major shift for the European cloud market. It requires providers to remove technical, contractual and organisational obstacles to effective switching between services of the same type.

The Data Act also sets a progressive withdrawal of switching charges, allowing reduced charges from 11 January 2024, with their full withdrawal from 12 January 2027.

Ioana Mazilescu (deputy head of unit at European Commission DG JUST) and Léo Quentin (head of unit at Arcep, the electronic communications regulator in France) will share insights from both EU and national levels into ongoing work on the implementation of these rules and the challenges linked to their enforcement.

The event will also examine the Data Act’s impact on the development of the cloud market in Europe and its place within the EU’s broader digital policy, particularly in relation to cloud sovereignty.

The briefing will conclude with a Q&A session, giving participants the opportunity to share their perspectives and engage with the speakers.
