Denmark is the first country in Europe to abolish the postal universal service obligation (USO). Will this be a precursor for other countries to review radically their own USO scope, or are the market conditions in Denmark fundamentally different? How do such developments play into the ongoing review of the Postal Services Directive? The decline in postal volumes and changing communication behaviours are putting at question the future sustainability of the universal service requirements imposed by the Postal Services Directive. Some EU member states have accordingly taken steps to reconsider the scope and features of the postal universal service obligation (USO) in their countries.
