Enlargement countries telecommunications monitoring - 3

2011-2013

This is a three-year project (ongoing). Cullen International ran a similar project for the Commission between 2005-2007 (Project 1) and 2008-2011 (Project 2). Cullen International is leading this major project for the European Commission monitoring the regulation of telecommunications and information society services in the EU enlargement countries.

The countries covered are: Albania, Bosnia & Herzegovina, Croatia, Iceland, Montenegro, Serbia, Kosovo, the former Yugoslav Republic of Macedonia and Turkey.

The project involves four rounds of data collection and the organisation of a forum for regulatory authorities in the enlargement countries every nine months over the three years.

Independence of media regulators | European Commission | 2010-2011

Independence of media regulators

2010-2011

Cullen International has worked on a study for the European Commission on the independence and efficient functioning of audiovisual media regulators.

The two main practical outcomes of the study are a set of essential characteristics and best practices for media regulatory authorities and a ranking tool to assess their level of actual independence from a formal (legal) and de facto point of view.

The report also contains the theoretical background and a detailed description of the regulatory situation regarding the  independence of media regulators  in the 43 countries covered (i.e. the EU member states, the EFTA countries, the accession and pre-accession countries, Japan, the US, Singapore and Australia).

The project was led by the Hans Bredow Institute for Media Research, University of Hamburg, Germany.

Telecommunications regulation in the Middle East and North Africa

2009

Cullen International, in cooperation with the Association of Arab Regulators (Aregnet), prepared a set of cross-country tables comparing telecommunications regulation in nine countries in 2009.

The countries covered were: Algeria, Bahrain, Egypt, Jordan, Lebanon, Oman, Qatar, Saudi Arabia and the United Arab Emirates.

The tables were updated in 2010 and we are currently (summer 2011) preparing an update of this research.

Cullen International prepared a survey for the European Bank for Reconstruction and Development (EBRD) of the state of telecommunications regulation in 13 transition economies in 2008.

The countries covered were: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Mongolia, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.

Cullen International conducted a survey of the regulation of VoIP services in ten EU member states:

Austria, Denmark, Estonia, France, Germany, Italy, the Netherlands, Poland, Spain and the UK.

This was part of a study for the European Commission led by WIK Consult on the regulation of VoIP services in Europe.

Cullen International prepared a survey for the European Commission of the implementation by the EU 25 member states of the broadcasting-related provisions of the 2003 telecommunications regulatory framework.

Topics included:

  • Authorisation regime for electronic communications networks and services and how this applied to the distribution of radio and television broadcasting and on-demand services.
  • Radio spectrum licensing for broadcasting.
  • Must-carry obligations.
  • Rules on conditional access systems (CAS), application programme interfaces (APIs) and electronic programme guides (EPGs).

The study identified areas where differences in national implementation could create barriers to the internal market.
