[Infographic] EU Telecoms Review – end user rights: key European Parliament vote and latest Council draft compromise

05-09-2017

The Parliament IMCO committee voted on September 4, 2017 on the end user rights and universal service parts of the European Electronic Communications Code (EECC). The results are expected to be included without changes in the final report of the lead Parliament Industry (ITRE) committee on September 11.

Meanwhile, the Council Telecoms Working Party aims to reach an agreement on the draft EECC by October 2017.

Once both Parliament and the Council have established their positions, informal trilogue negotiations in the presence of the European Commission are expected to start, possibly from October onwards.

Cullen International has published an infographic summarising the main results of the lead Parliament Internal Market (IMCO) committee vote on end user rights and universal service. It also covers the latest compromise proposal of the Estonian Council presidency.

The overview covers:

  • harmonisation and applicability of end user rights;
  • scope and financing of the universal service obligation;
  • intra-EU international calls; and
  • treatment of bundles.
