New benchmark on spectrum trading in the Americas

In the Americas, regulators analyse spectrum trading operations on a case by case basis. Spectrum authorisations' transference is usually allowed in general regulation and is subject to regulator's approval. Several countries are analysing the need of specific secondary trading regulation.

This benchmark covers regulation of two types of spectrum trades: outright transfers (total or partial) and leasing agreements. Besides it lists most important cases in the region, mainly observed in North America and Brazil.
