Cullen International, together with WIK-Consult and the Research Centre for Information, Law and Society (CRIDS) of the University of Namur, has been selected by the European Commission (DG Connect) to carry out a study entitled “Substantive issues of review in the areas of market entry, management of scarce resources and general consumer issues”.

The study, which will be carried out over the next nine months, is intended to assess the current EU regulatory framework for electronic communications and to identify possible areas where adaptations to the current rules may be necessary in light of market and technological developments.

It is intended to support the review of the regulatory framework recently launched by the European Commission and will specifically address:

  1. market entry issues, including authorisation issues;
  2. management of scarce resources, including the rules on allocation and assignment of spectrum, numbering and rights of way; and
  3. end-user and consumer protection issues in electronic communications.
