"Illicit device" shall mean any equipment or software designed or adapted to give access to a protected service in an intelligible form without the authorisation of the service provider
This is the additional capital required by an operator to conduct a particular activity. The activity (or increment in activity) may, for example, relate to a customer or group of customers, or to a specific type of service.
