- The objectives of this study were
to better understand the issues surrounding universal service
in telecommunications for the 13 countries that were in the
process of negotiating accession to the European Union at that
time (Bulgaria, Czech Republic, Cyprus, Estonia, Hungary,
Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia
and Turkey). The study explored what
actions they should take in order to best comply with the EU
universal service requirements.
