In the context of the 1999 Telecommunications review, this study sought to assess what value would be added by setting up a European Regulatory Authority. It identified where further regulatory action was felt necessary at a European level, the framework needed for such action and the need, if any, to streamline regulatory structures in the EU. It also provided an overview of the division of regulatory responsibilities for telecommunications in the Member States and at European and international levels.
