The main feature of the eLexPortal website was an innovative expert system designed to help non-specialist entrepreneurs and business people understand electronic commerce legislation at the EU level and in the 15 Member States. The expert system allowed the regulatory information to be tailored to the user's business situation: his country of establishment; the type of goods or services to be provided electronically; the business processes to be carried out, the countries in which he wanted to do business; and whether his customers were consumers or businesses.
